Enough Filteration?

Ok, I know Goldfish require double the filteration due to their massive ways.. I'm probably at bare min, but, I got 320 GPH runnin' thru a 29 Gallon. (Aqueon 30 Whisper 200gph, Aqua tech 10-20 120gph)
I have one large adult fancy goldifsh and about to add a black moor adult after hes thru his quanitine stage.. Think im at the bar or I need more?

You're at "double filtration" now. Minimum for anything but canister filters is considered 4-5 times turnover per hour. Ten times turnover for a 29 would be 290 gph and you're at 320. You're right at 11 already. More wouldn't hurt in my opinion, I believe that as long as the fish aren't bothered by the current, there's no such thing as over filtration. I run all my tanks at a minimum 8 times turnover, most of them at 12.
But you should already have sufficient filtration unless you really want to increase it.

Yea the only problem now is I think the extra filter heats up my tank a bit.. use to be consistant at 67 F now im up to 72.. I cant afford chillers so I throw a few ice cubes in every 3 hours.. Any other tricks to keep the temp down?

Turn temp down in room. Try a fan across the surface, that will increase evaporation, though.

Yea, thats what Im going to have to try, because I'm sure ice cubes cause stress..

72 is still in the acceptable range but it's not ideal. And yes, the ice cubes can cause stress and add chlorine if not made with dechlorinated water. A rather minimal amount, but still there.
