Mini Cycle Diatoms?

Hey guys,

After having my 29g tank established for years and only having one goldfish I decided I had the proper filtration (320gph) and space to add one more. After adding the black moor I noticed after a week I started seeing Diatoms. Now, Usually diatoms are related to new tanks. So i'm assuming one of two things, either the tank re-cycled due to the new fish and is now 'acting brand new' or the bio load kicked it up a notch and now the diatoms are comming from too many nitrates.

I tested the water today and got a reading of 40 which usually is only at 20 after a week so that could be it, but, i'm thinking more on the mini cycle.

So what do you guys think?

Added a bit of lace rock that was soaked in hot water for about a week...

Added rock can do it, depending on silica content. Still probably the new fish though.
