girls are hard to understand

When i pass before her house she does not come see me or anything. Then i stop and she wonder why i stopped pursing her. She wanted me to go in her place and gets frustrated when i don't talk to her but she never try to come in my place or attend contact.
I've got fish in a tank called Atari BASIC. They doesn't do anything but you can still peek and poke at them.

This is the same girl, isn't it?  Haven't we been through this before?  There are a few girls (and guys!) who are worth pursuing, there are a lot who aren't.  She likes the attention.  Stop pursuing her.  If the two of you are meant to be together, if she truly wants to be with you, she'll make an effort to let you know how she feels.

But you are young, and maybe it's a good thing for you to experience the hassle of unrequited lust.  It's an important lesson in life and now is the time to be learning these lessons.

Unrequited Lust.  Let me tell you about unrequited lust.  I'm an old guy and I am still unrequited.  Hassle is much too nice of a word.  Humiliating, debilitating, demoralizing, ego shattering, are some of the words that come to mind.

Girls are taught this skill at an early age.  By the time they reach puberty they are masters of the bait and switch method.  The lesson to learn here is not how to live with it but how to survive without it.
