I thought some of you may be interested in reading this if you are going to breed and ship snails. :)

Wow, that's crazy.  Here's the federal doc that substantiates it as well.

I think some people just don't realize what releasing fish, plants, snails ect. will do.

I think after a bit this won't affect too many people.  Private breeders serious enough will get permits, so will pet suppliers, pet shops or whoever needs em.  The average joe though might be outta luck.

From reading the articles it says importing snails, so basically anyone in the US has to get snails from someone in the Us, unless I am reading it wrong.

There are only a few species of snails that are illegal for interstate movment here is the link I am looking at.

Q. Are there any snails specifically prohibited by the USDA for interstate movement or importation into the United States?
A. Achatina fulica (Giant African Snail), Pomacea canaliculata (Channeled or Golden Apple Snail), Rumina decollata (Decollate Snail) are banned for interstate movement or import into the United States.

Blessed it also says moving them by interstate.

"SUMMARY: This document gives notice that we intend to begin
consistently and routinely requiring that a permit must accompany all
aquatic snails that are imported into the United States or that are
moving interstate."

Intend does not mean they will be doing it yet.  They already require permits for certain species and several species are illegal no matter what.  But personally I doubt this will affect the aquarium hobby very much.
