I'm mainly asking this for a friend as she's new to the hobby and I don't have all the answers because I usually decorate with living plants and maybe one small fake item, if that. (Though I won't lie, I would love to decorate my betta homes for Christmas and Halloween.)  Some of her tank decor questions have included:

Solid plastic figurines (army men, dinosaurs, etc)
Action figures
The plastic, glass and sand items found on this page. (I'm assuming most of the plastic and glass is aquarium safe.)
Coins in general
Rubber toys in general
Those collectible 'Holiday Village' figurines
Hallmark ornaments

Any of this stuff safe? I assume if you coated the solid plastic figurines in clear Krylon Fusion and let it cure it would be alright? The rest of the items on the list I honestly couldn't give her a good answer to though my gut instinct tells me the coins and rubber items are an absolutely not.  The last two on the list I have no idea on as the Hallmark ornaments she has in mind seem awfully close to generic aquarium decor and I have no idea what the Holiday village figures are made of.

I would not use coins they will leach who knows what all into the water and also I wouldn't use rubber pieces either due to leaching like the taste you get from a garden hose chemicals used in rubber are toxic to fish. Glass is usually OK as long as there are no sharp edges. sand if it is clean meaning no debris or clay etc. I use play sand in most of my tanks that I rinse a lot first. as for the rest Huh shrug
