What kind of cartridges?  Sponges or other bio-media  should be kept unitl they are pretty much falling apart - after the biobugs that live there is what processes the fish waste!  Rinse them out every month or so in some tank water when you are doing a change. 

Carbon should be replaced every month or two per Yipee.
