I have a three-gallon tank with a biowheel-type filter currently housing a male betta. Would another small bottom-feeder type fish or invert - say, a couple of pigmy cories or an apple snail, added after I'm sure the tank is cycled - be too much? (I'm thinking yes, unfortunately...)

I'd say yes as well. Maybe see if you can find a nerite snail - they are small, won't reproduce, and do a great job at algae control.

whata bout shrimp? Ive always had shrimp in with my bettas (that were in filtered tanks of course) Only had 1 that ate them... but he sure looked nice after they were his mid morning snack lol
RCS or CRS would be cool, or cheap out and go with Ghosts!

I'd start out with some cheap shrimp that you can get locally (probably ghost shrimp) to see if the fish will eat them or not. CRS & RCS are many times not sold locally unless you have a great LFS, and to pay to have them shipped could be a big waste of money if they turn out to be a snack for the fish.
