I've kept about 10 or so in a 20L...
My Q-tanks are bare bottom with some cheesy castle looking thing and a few fake plants just floating... nothing pretty, just makes them feel a little better

Would 5-6 female bettas, 4 otos, 1-2 mystery snails, and 1 african dwarf frog be pushing the bioload in a 20g?

I'd drop the ADF personaly, but, it may work for you, your cutting close with that stocking level, but, it sounds doable... is it going to be planted?

hmm, well if its going to be live plants, you might be able to fit a few ADFs, but, youd have to watch for the girls nippin at them, Ive had some ADFs in a sorority tank that ended up losing limbs... thats my only concern

Just FYI otos really need a well established tank to do well.
