My goldfish cut herself on something in the tank and has a gouge in her forehead (I saw her do it).  Do I need to treat her or should I wait to see
if anything develops, like fungus or whatever?

There is a risk of infection, so it is important to make sure her water is very clean.  By the time you see fungus you could have a serious problem - far better to try to prevent anything bad happening.

I would do lots of water changes over the next couple of weeks, to keep the tank water as clean as possible.  I'd also add something mild like melafix, if you have it, to the tank for a week or so.  It is a mild disinfectant that should reduce the chance of infection and promote healing.  Adding some aquarium salt might help too (though I wouldn't add salt and melafix - one thing at a time is better).    I wouldn't add anything drastic, as you might do more harm than good by treating the fish with something that is stronger than you need.   

Other people can probably give you other suggestions about any medication it might be good to try.
