Yea.  Adf's arn't equipped for attack so much, more to graze or scavenge.  An small shrimp or insect would be about the best that I could see one killing and eating.
The other adf might of simply died, and the scavenger instinctive would of identified his brother as food.
I wouldn't blame the adf.
Perhaps you can get him another buddy?
   well   normally id  agree  with  you  but.............i  actually  saw  now  get this   this  innocent lookin  lil  frog    luvs  his   bloodworms   so  much......that  he  attacked  his  brother   when  his  brother  wanted  something  to  eat  and   so  what  he  did  was  come  up  behind   actually bite  him in the  butt....then kinda   lifted  him up a  bit   still   biting  him   and  literally  threw   him  off to the  side     but the  only  thing  in  with  the  frogs  was   fish.......and  maybe a  small  cory  its  been awhile  since  that  happened   and im  not  sure  if the  cories  were  in   that   tank  then  or  not......if  only i coulda  performed  froggy  csi forensics Smiley   to  find  out  who the   killer  really   was!!!

They're African Clawed Frogs.  Well, they will be when they're frogs.     I've gotten pretty attached to the little guys in the last two weeks.  I thought, "oh let's raise tadpoles!" and didn't do any research or anything.  Then when these guys came in the mail and the (very poor) care instructions said they can't be released into the wild, I realized we were in for more of a learning experience than we originally bargained for.  But it's been great!  My son, Coleman, and I have learned about the Nitrogen Cycle and have started cycling a 55g tank that will eventually be their home.  We've learned that there are frogs (like ours) that don't ever really leave the water, don't have teeth or tongues, and will eat any fish that will fit in their mouths!  I've also had an opportunity to teach my son about taking responsibility, by demonstrating all of the (research, reading, phone calls, and trips to the pet store, and even a call to a ZOOLOGIST) things necessary to make sure that we take proper care of our new friends and not just let them loose or whatever, just because it's more of a commitment than we bargained for.  And it's been fun, starting and sharing this new hobby with him.  As he gets older, it's harder, as his mom, to stay close and still let him grow up.  Sorry...didn't mean to ruminate!  Anyway, two weeks ago everyone said they'd all be dead by now, so we consider it quite an accomplishment that we've gotten all seven this far!

Let me introduce you my frog couple - these are froogle and ribbet next to their little cave home with abunch of bloodworms. Froogle is female (the one at the glass) and ribbet is a male (at the caveentrance). The picture was taken about 3 months ago and they are quite grown up now.

My adf froggie couple do that sometimes. Especially if food involved. The don't seem to pay a lot of attention to the fish (though once I've seen female grabbed my betta's tale and wouldn't let go for few seconds) and that was pretty much it. Female seems to be more aggressive then male and often after spawning as well. She bosses male around and bites him sometimes. However male is very placid and just gets out of her way. If there's a new bunch of bloodworms sometimes they share nicely but sometimes female would just sit on top of the bunch and eats them on her own (if I see her being greedy I feed male on the other side of the tank - he seems to be cool with it!) So, I guess they do have a character as well.
